Challenges
Finance
Many plans cannot be carried out due to limited income. The OSCC basically manages to host the quarterly Full Council Meetings, pay staff, cover basic operational expenses and go on limited outreach work. More money would be required to recruit additional staff and to enable the OSCC to fulfil its mandate. More intensive and extensive revenue collection activities require seeding finance.
Manpower
Additional staff such as river monitors are essential for the development, growth and efficient operation of the Sub-Catchment. With time, an additional staff members such as G.I.S, marketing officer, compliance officer and water resource officer would help in the development of the organization and in reaching a pool of clients who will have water permits which is our primary objective.
Mobility
The council currently require motorbikes and all terrain vehicles.
Sub-Catchment Protection
Stream bank, climate change, wetland and watershed cultivation, gold panning activities and siltation are the main threats to the Sub-Catchment that need to be combated. There is also rampant illegal abstraction of water from the rivers, irrigation canals, streams and reservoirs that needs to be curtailed. The use of drones is necessary to monitor inaccessible areas.

Perspective
Odzi Sub-Catchment Council looks to the future when it can adequately fund all its activities, fulfil its mandate as per the Water Act, establish stronger links with its partners, engage new partners in the non-governmental fraternity and make a meaningful contribution to the community in respect of water resources management, development and protection.
